Probity checklist for Olympic procurement for QLD Government Departments and Councils

February 10, 2025

With Brisbane confirmed as the host city for the 2032 Olympic and Paralympic Games, the Queensland Government and South-East Queensland Councils are at the forefront of delivering the infrastructure and community projects that will define the state for decades.

As part of the Queensland Government’s 100-day review, opportunities for improvement in planning and delivery have been prioritised. Delivery agencies have an essential role in ensuring the Games are delivered on time and with integrity and transparency. This entails tight deadlines, high-value procurement decisions and intense public scrutiny, while adhering to the highest ethical standards. Having a robust probity framework in place Is essential for building trust, managing risks, and ensuring the legacy of the Games is one Queenslanders can be proud of.

High stakes, high risks

Queensland Government Departments and South-East Queensland Councils will be responsible for delivering vital infrastructure and services to support the Games. Over the next few years, they will face several significant challenges, inlcuding:

  • Accelerated timelines: the pressure to complete projects within tight deadlines increases the risk of oversight and errors.
  • High-value contracts: managing substantial budgets amplifies the potential for conflicts of interest and procurement challenges.
  • Public scrutiny: every decision is under intense scrutiny from the media, the public, and the international community demanding impeccable governance and transparency.

Probity checklist:

To navigate high stakes and risks, Centium has developed a Probity Checklist for Procurement to assist public sector agencies by providing practical steps for ensuring transparency, fairness, and accountability throughout every project delivery stage. The checklist includes the following six key stages of probity in procurement:

  1. Planning and project definition.
  2. Procurement and vendor engagement.
  3. Evaluation and decision-making.
  4. Contract negotiation and award.
  5. Implementation and monitoring.
  6. Review and closeout.
