Kelly has held senior executive roles in the NSW public service, leading workplace investigation and legal teams and making disciplinary decisions. She has a deep understanding of the NSW child-related reportable conduct scheme, public sector misconduct frameworks, public interest disclosures and best practice complaint handling.
Kelly has overseen and conducted a broad range of investigations, including into alleged bullying; sexual harassment; maladministration; corruption; conflicts of interest; reportable conduct; and reprisal action. Prior to specialising in workplace investigations, Kelly was a senior lawyer with the Commonwealth Director of Public Prosecutions.
Kelly’s qualifications include a Bachelor of Laws, Diploma in Government Investigations, Certificate IV Government Investigations and Certificate III Investigative Services. She holds NSW Security Master and Private Investigator Class 2E licences.
